Context

A government services agency operating a citizen-facing services portal built over a decade earlier on a legacy monolithic architecture, handling hundreds of thousands of citizen transactions annually across multiple service categories.

The Problem Statement

The legacy platform was expensive to change, with even minor form updates requiring lengthy development and regression cycles, and could not support modern citizen expectations for mobile-responsive, self-service digital experiences. Citizens frequently abandoned online applications midway through complex, poorly designed forms, driving call centre volumes and increasing cost-to-serve, while the agency faced growing pressure to demonstrate digital service maturity in line with government digital standards.

Approach

AIIDA led a human-centred design discovery phase — mapping actual citizen journeys and pain points through usability research — before any re-platforming decision was made, ensuring the technical modernisation was grounded in genuine user needs rather than a purely technical lift-and-shift.

Technical Execution

The legacy monolith was progressively decomposed into a modern, API-first architecture using a strangler-fig migration pattern, allowing new services to be built and released independently without a disruptive big-bang cutover. A cloud-native front-end was rebuilt using a component-based design system to ensure consistent, accessible (WCAG 2.1 AA-aligned), mobile-responsive experiences across all service categories, integrated via secure APIs to existing back-office systems. Automated CI/CD pipelines enabled significantly faster, lower-risk release cycles for ongoing feature delivery.

Methodology

Delivery combined agile product squads organised around citizen journeys (rather than technical system boundaries) with a structured legacy decommissioning roadmap, and a dedicated hypercare and citizen support transition period during each major service category cutover.

Key Takeaway / Lesson Learned

Modernising the technology and modernising the citizen experience had to happen together — a technically elegant re-platform would have delivered little value without the human-centred redesign of the underlying service journeys. The strangler-fig approach also proved that legacy risk can be retired incrementally, without betting the program on a single high-risk cutover.
